It's not using it as a moneymaker however -- it's about $15 cheaper for internet than quest or comcast in the area. And it was started because no high speed internet providers wanted to come cover our area. That said, I agree with you. The government by and large can't get the job done. I heard once there's good reason for this. If they did a capable job then 75% of the jobs they are doing would be complete and they'd be out of work.
